After 12 years of enforcing the Law on Forest Protection and Development of 2004, Vietnam issued 122 legal documents on forest. State management on forest protection and development has been shifted from administrative orders to legal instruments and leveraged economic policies in line with market planning and direction. The rights and responsibilities of forest owners are legalised and guaranteed by the State. Initially, forest owners are committed to invest in protecting forests, developing production, trading and using forests and forestland effectively.
The Directive aims to promote communication and education, strongly change perception, awareness and responsibility; improve the efficiency and effectiveness of State management over forest protection and development; urgently review, assess and strictly control socio-economic development planning and projects with negative impacts on forest area and quality, especially natural forests and protective forests.
